The chancellor granted a faculty for the construction of an extension to this Grade II listed church to house a lobby, toilets and kitchen. The procedural history, and particularly the consultation with the Victorian Society, had been rather convoluted, involving various emails between the petitioners, the Secretary of the Diocesan Advisory Committee (DAC) and the Victorian Society. The chancellor took the opportunity to express the view that parochial church councils or their inspecting architects ought to be driving the consultation process rather than using scarce DAC resources to handle that process. Using the DAC in that way could lead to confusion, misunderstandings or duplication of effort and could serve to disenfranchise the church community from its own project. Petitioners should keep a careful record of the consultation undertaken. In such cases the onus was on petitioners to prove their case and that included a need to demonstrate which bodies had been consulted and whether they had any comment to make. [RA]
