Summary

Since its diplomatic normalization with Beijing in 1992, the Republic of Korea has emerged as one of China’s strategic cooperative partners. Considering the recent China–US rivalry, however, South Korea has tilted toward Washington. To reverse the trend, China has deployed various strategies of influence to induce policy changes, shape pro-China public opinion, publicize Chinese culture and tradition, and cultivate dense human networks by targeting politicians, policymakers, opinion leaders, scholars, and even students and ordinary citizens. This chapter investigates the evolving nature of China’s strategies of influencing maneuver, evaluates their effectiveness, and elucidates factors affecting their performance. Our findings show that the extent of China’s influencing maneuver in South Korea has been more fictional than real. China has not been successful in changing South Korea’s policy stance, and public perception of China has greatly deteriorated. China’s efforts to promote cultural understanding notwithstanding, clashes of culture and national identity between the two countries have become pronounced. Human networks and people-to-people exchanges have also declined.
